Deputy Merwin stated that Pompanic Street and College Avenue are closed because of the roundabout construction.

ORDINANCE 24-05 RELIGIOUS INSTITUTION SIGNAGE

AN ORDINANCE AMENDING THE TOWN OF ST. LEO CODE OF ORDINANCES PART III, LAND DEVELOPMENT CODE RELATING TO THE REGULATIONS PERTAINING TO SIGNAGE PERMITTED FOR RELIGIOUS INSTITUTIONS; AMENDING THE CODE OF ORDINANCES, TOWN OF ST. LEO; PART III – LAND DEVELOPMENT CODE, ARTICLE XI, SECTION 11.9.4 PROVIDING FOR REVISED AND UPDATED REGULATIONS FOR SIGNAGE FOR RELIGIOUS INSTITUTIONS; PROVIDING FINDINGS FACT; PROVIDING FOR CODIFICATION; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.

 

The Ordinance was read by title. The Public Hearing was opened.  There were no comments; the Public Hearing was closed.

 

Discussion: Commissioner Hamilton stated the Ordinance would allow for increased signage size.

ORDINANCE 24-06 AMENDING & UPDATING LIFE SAFETY, FIRE PREVENTION BUILDING CODES

AN ORDINANCE OF THE TOWN OF ST. LEO, FLORIDA, AMENDING AND UPDATING LIFE SAFETY CODE, FIRE PREVENTION CODES AND FLORIDA BUILDING CODE, PROVIDING FOR SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE.

 

The Ordinance was read by title. The Public Hearing was opened.  There were no comments; the Public Hearing was closed. The final reading is scheduled for the 05/13/24 Commission Meeting.

 

MAYOR’S REPORT

Proclamation 24-05 National Donate Life Month

Town Administrator Andrea Calvert read the Proclamation. Mayor D'Ambrosio presented the Proclamation to Christine Daniels of LifeLink Foundation, Inc.

 

Proclamation 24-06 Honoring James Hallett

Mayor D'Ambrosio read and presented the Proclamation to Mayor Pro Tem Hallett. Hallett thanked everyone. Commissioner Hamilton stated that it was an honor and a pleasure to work with Hallett. Mayor D'Ambrosio said that Hallett will be missed.

 

COMMISSIONER'S REPORT

Comprehensive Plan Update

Commissioner Dewitt reviewed the survey results. Participants wanted more parks, sidewalks, and annexation in Town. Based on the survey results, she also stressed the need for the Town Center and suggested it should be the focus of the Comprehensive Plan Update.

 

ATTORNEY’S REPORT

Live Local Act Property Tax Exemption

Attorney Petruff reviewed the Live Local Act Property Tax Exemption. Pasco County will opt out of the tax exemption of the Live Local Act. Petruff suggested the Town should also opt out until more information is gathered on the law's impact. If the Commission would like to opt in later, they may.

 

                       MOTION: TO DIRECT THE TOWN ATTORNEY TO PREPARE A RESOLUTION FOR THE NEEDS OF THE TOWN.

Aurora Civil Engineering Contract for General Engineering Services

The Aurora Civil Engineering contract was presented to the Commission. Aurora's Project cap is $5,000.00; anything over this amount requires approval from the Commission.

Pasco County Interlocal Agreement for Disaster Response and Recovery Related Services

Attorney Petruff has reviewed the Pasco County Interlocal Agreement for Disaster Response and Recovery Related Services and recommends execution of the Agreement.

 

                       MOTION: TO APPROVE THE PASCO COUNTY INTERLOCAL AGREEMENT FOR DISASTER RESPONSE AND RECOVERY RELATED SERVICES.

Town Attorney Contract

The Town Attorney Request for Quote (RFQ) has been reviewed and will be released. There are several attorney firms interested in working with the Town.

 

Pompanic Street Sidewalk/Handrails

The sidewalks and handrails are not ADA compliant. An agreement between the Town and San Antonio is in progress to have San Antonio to ensure the sidewalks and handrails be ADA compliant. Petruff advised the Commission on their options. The Town is liable if someone gets hurt on the sidewalk. The sidewalk will be closed until further notice.

 

                       MOTION: TO AUTHORIZE A MEETING WITH THE MAYOR, CHRIS WEDDLE, SAN ANTONIO MAYOR, AND SAN ANTONIO ENGINEER AND AUTHORIZE EXECUTION OF AND AGREEMENT IN ITS FINAL FORM RECOMMENDED BY STAFF.

ENGINEER'S REPORT

12742 Pompanic Street Earthworks

Engineer Weddle met with the Taylors and the General Site Plan Application was approved.

 

Town Center Update

Twelfth Street Studios is doing the architectural design for the Town Center, and the civil engineering design is in progress.

 

Ajax Contract for Pre-construction Services for Town Center

Ajax's contract for pre-construction services for the Town Center was presented to the Commission.

 

                        MOTION: TO AUTHORIZE EXECUTION OF THE CONTRACT WITH AJAX BASED UPON THE COST ESTIMATES THEY PROVIDED.

FIRE INSPECTOR'S REPORT

Chief Frum and his staff met with Town staff, Saint Leo University representatives, and their subcontractor, Cintas. Pasco County Fire performed an onsite inspection at Saint Leo University's Nursing Suite. Saint Leo University's annual inspections will begin in May.

 

Site inspections were completed at Discovery Church.

 

ADMINISTRATOR’S REPORT

Municipal Election & Voting

The Town Hall will be open on 04/19/24 from 7 AM to 7 PM for the Municipal Election.

 

2024 Heroes Among Us Congressional Award Recipients

Mayor D'Ambrosio and Elizabeth Burke were awarded the Gus Bilirakis 2024 Heroes Among Us Congressional Award for their community service.

 

UNFINISHED BUSINESS

Zip Code Boundary Review Update

The Zip Code Boundary Review process is underway. The United States Postal Service has extended its review process by 30 days.

 

State Appropriations Update

Town did not receive State Appropriations for the Town Center.
